JOB VACANCY: DIRECTOR OF FINANCE

Job Title: Director Finance  (DF)

Employment Type: Permanent Appointment

Reports to: The Managing Director

Work Location: Head Office, Banjul

SCOPE OF ROLE

The Director of Finance is responsible for ensuring that generally accepted principles of accounting and financial management standards are prudently applied. The Director of Finance manages the day-to-day Accounting and Financial reporting functions and contributes significantly to the mid- and long-term financial planning for the institution. It is DF’s responsibility to give technical advice to Management on Finance and related matters.

KEY DUTIES AND RESPONSIBILITIES

  • Provide Leadership in the Preparation and Presentation of Annual Budgets and Financial Statements to Management and Board of Directors
  • Provide Leadership in the overall planning of the department
  • Provide Leadership in policy matters of the Department
  • Provide Leadership in assessing the training needs of the staff of the Department in consultation with Human Resource
  • Act as liaison between management and external auditors
  • Advices management and The Board on the corporation’s financial standing in consultation with the Managing Director
  • Implementation of the corporation’s polices according to International Financial Standards
  • Manage the financial resources of The Corporation in accordance with set standards
  • Monitors the financial performance of the corporation
  • Carry out staff performance appraisals and advise on staff development and succession planning relating to the Department.
  • Perform any other duties as may be assigned by the Managing Director.

 

QUALIFICATION, EXPERIENCE AND PERSON SPECIFICATION REQUIRED

  • At least an ACCA, ACA, CPA, CIMA or equivalent with seven (7) years post qualification experience is required.
  • Master’s degree in Accounting or Finance from a recognized university will be considered an added advantage.
  •  Training involving Financial Management and Budgeting, participation in executive level Accounting and Finance seminars/conferences will also be added advantage.
  • Knowledge of economic and accounting principles and practices, the financial markets, banking and the analysis and reporting of financial data.
  • Must have excellent language and writing skills to produce and present detailed reports/policies to the Board of Directors, Senior Management and key stakeholders of the Corporation (internal and external).
  • Proven leadership experience in directing, coordinating and managing Departmental/Unit work activities and staff performance to achieve set targets and plans.
  • Excellent knowledge of Financial accounting softwares
  • Excellent people management skills at a senior level and demonstrated ability to build a productive and motivated team.
  • Must consistently maintain high levels of ethical behaviour, honesty, trustworthiness, and integrity (Essential).
  • Ability to attend to a multitude of tasks, work under pressure, meet deadlines and work independently.
  • Demonstrated ability to tackle sensitive issues which require high level tact, analytical and problem solving skills.

JOB VACANCY: DIRECTOR OF HOUSING

Job Title: Director of Housing

SCOPE OF ROLE

Develop and lead the Corporation’s overall housing development strategy, as well as planning, advising and implementing the housing finance strategies to meet the social needs of the population. Provide leadership in supervising the work activities of the Department and its staff.

 

KEY DUTIES AND RESPONSIBILITIES

  • Provide leadership in the management of the Estates, Mortgage and Projects Units of the Department and supervise all staff.
  • Participate and provide input in the Corporate Plan of the Corporation and ensure delivery of its strategic targets.
  • Prepare long term housing/estate development plans and promote affordable housing opportunities.
  • Foster strategic partnerships with key national stakeholders and service providers to attain the targets of the Corporation in terms of shelter for the people.
  • Stimulate and oversee the design of affordable and eco-friendly housing estates.
  • Enforce the rules and local government regulations governing building control.
  • Monitor and deal with unauthorized encroachments on SSHFC lands and provide timely reports to the MD.
  • Serve as Project Manager of the Corporation’s projects and examine bills of quantities for the projects. Prepare and submit Project Progress Reports.
  • Responsible for administering the contracts and supervising the Corporation’s building works undertaken by Design Consultants and Contractors to satisfactory completion.
  • Serve as Member of the Contracts Committee.
  • Responsible for the talent management and charting the professional development of the staff in the Department by preparing the Department’s training and development plans and supervising its implementation and on-the-job training.
  • Lead and coordinate the preparation of the physical master plan of the estates to be developed and prepare relevant Reports to Senior Management.
  • Prepare the annual budget estimates for the rehabilitation or maintenance of the Corporation’s infrastructure and capital development projects and provide a timely report.
  • Perform any other duties as may be assigned by the Managing Director.

QUALIFICATION, EXPERIENCE AND PERSON SPECIFICATION REQUIRED

  • A Bachelor’s degree in Civil/Structural Engineering, Construction Management, Estates Management, Project Management, Architecture, Quantity Surveying or Urban Housing Development, or a relevant professional qualification with 10 years post-qualification work experience at a senior level, or a relevant Master’s degree or Chartered professional qualification with 7 years post-qualification work experience at a senior level.
  • Must have excellent language and writing skills to produce and present detailed reports/policies to the Board of Directors, Senior Management and key stakeholders of the Corporation (internal and external).
  • Proven leadership experience in directing, coordinating and managing Departmental/Unit work activities and staff performance to achieve set targets and plans.
  • Excellent people management skills at a senior level and demonstrated ability to build a productive and motivated team.
  • Must have good working knowledge and experience in estate management, property maintenance, building control regulations and the relevant health, safety and environmental management laws.
  • Detailed knowledge of social housing management and legislation is an added advantage.
  • Excellent track record and experience in supervising varied projects and administering building contractual works.
  • Good general knowledge of contract and procurement methods in respect of capital projects, property management and maintenance.
  • Must consistently maintain high levels of ethical behaviour, honesty, trustworthiness, and integrity (Essential).
  • Knowledge of and experience in using construction design software programmes is an advantage.
